Stop Dark Money at the State Line
Problem
Out-of-state dark-money groups funnel anonymous cash into local races via shell LLCs. Voters never know who’s really behind attack ads or mailers.
How It Works
- Register: Before spending or lobbying here, any group (PAC, LLC, 501(c)(4), etc.)—no matter where it’s incorporated—must register with the state.
- Report Donors: They must submit a single report listing every upstream donor (including shell LLCs), tracing all the way back to actual people or parent corporations.
- Publish Disclosure: The state posts that report on its website at least 48 hours before any ad or lobby spend goes live.
- Enforce: If they refuse, the state can block their spending—no registration, no ads.
Why It Matters
- Out-of-state billionaires, phamaceutical trusts, or private equity firms can no longer hide behind shell LLC names when trying to buy elections.
- Voters and local journalists immediately see “Alice Millionaire gave $500K” or “PharmaCorp donated $1M,” instead of a blank “Health LLC.”
- Forces groups to reveal themselves or stay out of state elections entirely.

- Ask your state representative to co-sponsor the bill, citing examples of shell-LLC spending.
- Volunteer to monitor the Secretary of State’s disclosure page and tip off new anonymously registered groups.
